@twpayne is this a bug? I'm not sure why it adds the executable attribute to files which are not executable. I also noticed this in #3715 (comment).

I never use add or re-add so I'm not sure if it's always been like this.

I don't think it's a bug, but I might be wrong. Executable flags can get set by all sorts of things like filesystems (I think older FAT filesystems always set them) and unpacking .zip files. Since the reporter of this issue ignored the issue templates, didn't give clear steps for others to reproduce the problem, and didn't even include the output of chezmoi doctor I am not inclined to investigate this further without some evidence of effort on their part.
