Restricting access to certain issue templates does not seem to be supported.
The only thing I've found related to it is a 9-month old, unanswered question on StackOverflow

For any other issues, do we simply re-enable blank issues?
If not, what do we want in an explicit 'other' template?

Personally I'd prefer that outsiders are met with an issue template, whereas we're allowed more freedom. (Although with the mass-creation of issues lately, a little more detail would be nice.)
So far we're not creating Epics often enough to really warrant a special template. But a general template might be nice.
