Well, apparently putchar on TIO uses UTF-8, but getchar reads a single byte by default. So we need to implement a UTF-8 decoder in place of getchar.

(I only did the 110xxxxx case here, but it should be enough for all characters from 0 thru 255):

int getchar_utf8() {
    int x = getchar();
    x *= (x>0);
    if(x & 128) {
        x &= 31;
        x = (x << 6) ^ (getchar() & 127);
    }
    return x;
}
