Ghost itself is what populates the database, so if you don't start it, it won't do anything. If you run Ghost, it should populate the DB 🙂

I see some danger in the fact that an anonymous user can have time to go to the server before I go to it. And create your admin account on my blog.

It seems reasonable to me to implement a command that will allow you to initialize the blog and create an admin account from the console.
