Had the same issue again when using netcoreapp3.1 as my generator project and netstandard2.0 as my data model project,
this solution also fixed the following error when scaffolding:

System.IO.FileLoadException: Could not load file or assembly 'netstandard, Version=2.1.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd 2ddd51'. The located assembly's manifest definition does not match the assembly reference.
