Can you provide concrete instructions on how to reproduce an actual launching problem?

Will fail to start.
call dispatch#start("(\"notepad.exe\" \"filename.txt\")")
Will start.

Okay, can't find any regressions, so merged. I'm extra careful around this code because it was a massive pain to implement.

Apparently I never checked :Dispatch because that's completely broken now, thanks to its use of quotes in dispatch#callback(). Any thoughts?

Actually having trouble consistently reproducing this. Will report back if I find anything more conclusive.
