There is an undocumented way to do this. If you look in the cache dir for SteamPrefill you'll find a file cellid.txt. If you put your own id in there it will give it a nudge to use a specific region instead of what it detected. Have you tried running the prefill without the proxy?

Yeah, but it gets worse, I can't even log into Steam.

I am in China. If it is the official Steam client, I can manually choose to use the CDN closest to my location. Could steam-lancache-prefill allow me to manually select a nearby CDN?

After careful investigation, this problem seems to be unrelated to tpill90/steam-lancache-prefill. The transparent proxy I use will hijack all DNS requests, causing request loops. After turning off the "local DNS hijacking" function, tpill90/steam-lancache-prefill works normally, at least for now.
