I think you need to install the libcurl4-openssl-dev package.
from patron.
Seems like this package is already installed:
$ apt-cache policy libcurl4-openssl-dev
libcurl4-openssl-dev:
Installed: 7.19.7-1ubuntu1
Candidate: 7.19.7-1ubuntu1.1

And I had no issues installing patron with ree-1.8.7-2012.01 on the same machine.

Very odd. Looking at the output again, it seems like it may be the openssl library itself that is missing, or perhaps not on the load path. I am grasping at straws here.
