I did find another way I could have dealt with the problem by applying the -d option of the tudo.sh command to use a configuration file other than the default ~/.todo/config:
todo.sh -d /home/username/todo.cfg

The fact remains, however, that the documentation needs to be altered to agree with the tudo.sh file, which states:

NOTE: Todo.sh requires the .todo/config configuration file to run.

Place the .todo/config file in your home directory or use the -d option for a custom location.

[ -f VERSION-FILE ] && . VERSION-FILE || VERSION="2.7"

todo.sh should look for both ~/todo.cfg as well as .todo/.todo.
