Phrase this in a more political way, but this is what I would look for in a data portal.

Should definitely include:

1. "export all" option (suggest bittorrent if hosting is prohibitive?)

Should maybe include:

2. Custom UI for getting the most out of the data without having to build a custom app or crunch numbers yourself

Nice to have (but horrible if you neglect option 1):

3. "export partial" option (by state, zip, classification, etc.)

Emphasis on the fact that number 1 is absolutely necessary and that 2 and 3 are sub-par on their own

Okay, wrote a quick first draft. I'm not sure bittorrent is very actionable - not much of a torrent whiz myself but it would require some govt employee seeding the file, right? The recommendation of S3 is a little 'corporate' but I don't think archive.org does data hosting
