This is intentional, see here. It is impossible to assure security of the hash if both features are disabled, so the API compensates for this by forcing you to provide your own key. If you don't want to commit to using compile-time-rng, you can expose a with_seed function or, alternatively, parameterize your structure over the hasher.

Yes. it is intentional. This is now documented and a workaround flag 'no-rng' has been added in 0.8.1
