URIs are designed to specify a protocol and information to that protocol on how to locate the desired data. The storage driver framework needs exactly this.
Downloading over http is bad, but it doesn't work out of the box. Someone would need to write a storage driver that knows how to load k2 keys from http. Any extensible storage system has the ability for a user to write something that reads keys from over an insecure channel. Not using URI where it is intended to be use would not stop this.
