Just a bit more pondering reveals: this doesn't need to interfere with compaction at all. This just tells us when we can garbage collect un-merged batches. Right now they are dropped post-merge, but we could stash them in a list until we get the go-ahead to drop them, and use them to satisfy subsetting requests until then.
