Upon closer inspection, the cpe_match fields are only required for leaf nodes, which seems to be correct. As they are optional for the configuration root nodes, this is not a bug in the schema. However, there are flaws in our documentation that suggest that f/seq-of for flanders types allow zero or more entities of a given type, which is not true. Throughout CTIM, empty sequences, be they sets, or vectors, routinely cause schema violations in CTIA requests. We'll need to update that documentation to clarify, for client developers.
