i'm running into the same issue trying to get env-js built with _Element instead of Element so that i can use it with new versions of prototype. I think the link from dist to envjs should be fine. I'd love to know if anyone else has figured out how to get around these issues. I'm currently getting this report from the rhino specs using version 1.3pre03
rhino-env-spec:
[echo]
[echo] Executing Rhino Env Spec
[java] js: uncaught JavaScript runtime exception: ReferenceError: "exports" is not defined.

on a related note, it seems like the specs may not be requiring things in the right order - i found that core-env-spec also fails for what seems like a possibly related reason

I'm still unable to build this. Any updates?
