"It does not work" is not helpful. What error message is shown ?
Make sure your OpenSSL libraries are in the right position and loadable.
If you build a 32bit executable make sure your openssl libs are also 32bit.

The error message just a "APPCRASH" dialog box, I found out that it is nothing to do with windows 2012, as I have another instance of win2012, the only difference is that one have vs2019 vc++ installed, and the code is working fine. my question is , without installing vs studio, what runtime libraries I need to install to get the release version running, I have tried full set of vs redistribution pack, winSDK 10... Thanks very much!

I am by no means an expert on Windows but as far as I know MSVC copies all required libraries into the release (or Debug) folder. Try to copy the whole folder (not just the binary) and try running it.
I am pretty sure your problem comes from missing openssl libraries (if it has something to do with jwt-cpp at all).
