I believe that the city governor (AI) probably didn't select the tile automatically because you most likely don't have enough food to grow the city at a reasonable rate while working the natural wonder. If you build a granary, the city governor should(?) automatically prioritize the wonder tiles next.

I can't say for certain without knowing your city's circumstances.

I recall Thal mentioning that he had modified the city governors in GEM but I don't know if he's done the same for CEP. This still could be an issue though, just putting my thoughts down.

I'll have check through the old GEM code, see what he has there and then do
a comparison of the new stuff.

It's one of those things that I don't always check, as I don't always get a
city next to a natural wonder. I think I noticed it more this time as I was
after a 'Faith' boost and Mt. Sinai was right there. You could be right
though, the city was surrounded by desert tiles, so food resources were
probably tight, though no starving happened.

I can't find anything that might affect the AIGovernor code dramatically. It might just be an odd occurrence. I'll close this bug for now.

Something I think Thal did for some of the natural wonders was giving them 2 food so the wonder pays for itself in terms of citizen growth which makes the city governor more likely to work the tile in low food/population situations. I don't know whether or not it's a good idea to give all the wonders food bonuses though.

Well that would fit the bill then, the NW was Mt Sinai which has no food
bonus on it, so the governor would look elsewhere if the city was
surrounded by desert. It should look to maximise food first I guess.
