Since you are using --user, I suppose you are not using virtualenv. Could you please try it with virtualenv first?

If you are using virtualenv, please try running the local playground notebook. Does it work? If not, please check to see if any error occurred in the browser. Look up how to open developer toolbar in your choice of browser. (eg: press F12 if you are using Chrome on linux.)
