Hmm, this appears to be a limitation of CSS in general, not tailwind:

a:visited {
  text-decoration-color: hotpink;
  color: rgba(0, 0, 0, 0.2);
}

if you add an alpha color it is never applied, how odd.

So I just tested it in my project manually via the inspector, and sure enough, as soon as you change rgb() to rgba() it always sets the alpha to 1.

It's a feature not a bug.

Workaround is a custom color that 'looks' like an opacity but is really a solid color (if everything is on white).

Closing as nothing further can be done here.
