I think this is done now, the image is published and is marked public.

The workflow to publish the container is failing, we're working on getting it published.

The only scandir I see is https://github.com/devcontainers/action/blob/3cb7fe4be48cce2b77e37664ad5f59625be775c2/src/main.ts#L110 so I guess that is where it is failing, but don't understand how to fix it yet.
