You need to host it from a web server, I'm using "nginx" installed on a raspberry pi but I'm pretty sure nginx is available for windows too.
Build the application, then either move the files to the location the web server serves from (entirely depends on your configuration and the server you use) or configure the web server to look for the files in the directory where you built the tablet remote app.
Sorry, can't give you a step by step guide since I've not used nginx on windows, I'm serving my own tablet remote from a spare raspberry pi.
Also if you don't have internet access, you might want to look at this pull request #16 since some of the fonts are hosted internet side, I don't know if the tablet remote app will even work on a lan with no internet connection (I implemented the changes outlined in that pull request to my own "offline" version).
