Double-clic on nuget.exe directly to have Windows detect and install the missing
components.

Then retry running make.cmd

Sorry for late answer.

The file nuget.exe in the folder were you ran make.cmd. There should be one here.

Once you click on it, a dialog looking like that should appear:
i stole that screen from somewhere else and i dont regret it

Click on "Install this feature". Once done, try running make.cmd again.

I am having the same problem as OP -- I have nuget.exe in the same folder as the make file, but I still get the same error as OP. Should we resolve this here or should I open a new issue?

The instructions in that comment are unclear. Are you saying I need to download nuget.exe and place it in that folder, then run make.cmd? I did that, and it still doesn't run. I already have .Net Framework 3.5 installed.

Run make.cmd.

Than a file called "nuget.exe" should appear in the folder.

Run it.

Then Windows should inform you about the missing stuff and suggest you to install.

Install the stuff.

If it requires a restart, do it.

Then retry make.cmd
