What an ancient article. I believe it TS over JS, as always have been.
And the modern command to create a Svelte project is npm create svelte@latest myappname, which will ask whether you need TS or JS and other stuff.

Yeah, it's TypeScript versus the default of JavaScript. I don't think it makes a ton of sense to add further context like that to a five-year-old blog post.
