The const dev = .. thing should already work today. I don't what you expect in the const links = $const([ case to happen? Svelte somehow magically figuring out it doesn't need the each loop?
Both these cases sound like more general bundle optimizations, so I don't think a new rune is necessary/warranted.

Yeah I think you got it. Maybe creating a new rune is unnecessary but is there any way to eliminate the each loop in build time?

Probably not in the way you imagine. Instead prerendering is used to achieve exactly what you describe. Sveltekit does not support "server components", that would be the perfect use case. You could prerender parts on component level instead of full pages.

Closing since as became clear the avenue towards achieving this is more holistic bundler/compiler work and not a rune.
