It has nothing to do with the transition API, which is applied to elements entering or leaving the DOM. The main reason the Transition API is embedded is that removing an element is delayed until the animation ends. But there are no such obstacles with the viewport-related animations.
So, this can be implemented by a user via action or component wrapper with any desired behaviour.
Plus, there are already at least two library
and a bunch of REPLs and articles about it.
