afaict, this is the expected behavior: x represents work, o represents idle:

There is a conflict I suppose between the ASAP idea of non-timestamped bundles, and the desire to avoid hardware buffer jitter.
I suggest keeping the ASAP approach (many people expect this and a random offset could cause problems), but allowing a special stamp or flag to explicitly request a random delay in execution. Another way to do this would be with a variant of OffsetOut, or maybe two: RandBlockOffsetOut (random delay in first available control period) or RandHardwareBufferOffsetOut (random delay in first available hardware buffer).
