This doesn't make sense. Ratio or seed time is whichever is hit first for removal. If you want to ensure a min seed time is still hit regardless of if the ratio has been met already that attribute already exists (min_seeding_time)
If max_ratio is met then max_seeding_time doesn't matter

if you're talking tracker ratio and not torrent ratio that information does not exist and is not available to qbm
from qbit_manage.
