Export `PartialStrykerOptions` in `@stryker-mutator/core` about stryker-js HOT 3 OPEN

Duplicate of #4273. It has since been fixed and awaits our new release (hopefully next Friday).

Workaround is to use "moduleResolution": "Node16" in your tsconfig (if you can).

I don't think it's the same problem. I would like @stryker-mutator/core to export the PartialStrykerOptions type. So that I can define the following type in my stryker.conf.js:

 */
export default {
  testRunner: "mocha",
  coverageAnalysis: "perTest",
};

Ah yes. That would be much better, actually 😅. My mistake.
