Wow, great suggestion, thanks.
As far as I see, the only trick here is to save every diagram to a separated svg/png file with embedded diagram.
Tested and worked well. Local draw.io/diagrams.net just opened the svg and automatically updated the svg export.
We can get per svg deep link, but we will lose the current form of HTML export. But that can be replaced with a simple generated HTML (created an initial one, but it's very simple)
from illustrated.
