I ended up making use of your second suggestion using memcpy
to pad the function. Thanks for the response 😄

you're correct that the hook checks if there is enough space to patch. This is essentially because of this check:
PolyHook_2_0/polyhook2/ADisassembler.hpp

you can modify that check if you want.
Alternatively, you could just do something like this to fool polyhook into thinking the function is longer. Those 0xCC's are pad bytes between functions so should be fine to overwrite them.
memcpy(base+0x254b0, 0x90, 15) // insert a bunch of nops, overwrite the ret
*(byte*)base+0x254b0 + 15 = 0xc3 // stick the ret on the end
