This usually happens when some programs have "hidden" windows that usually provide the shadow for the main window. The default blacklist have a few of these windows. It might be that Steam recently added a hidden window in a recent update. I'll be sure to test it when I get home.

Do you have auto snap turned on? Does it go away when you disable it?

I've got "Mimic Aero Snap" turned off. On the "general" settings page, I only have start on log on ticked. On "Advanced", I have not checked enable snapping when normally moving windows.

I took a quick look at it now, but unfortunately I haven't been able to fix it. I think that maybe I'm not dragging the "correct" part of the window. Maybe I need to emulate the messages better, I'm not sure.
