Set up CLA integration about sagan HOT 12 CLOSED

Hey, I've got Devoxx next week. Can we sync up on this after that?

@nebhale I'll be out on holiday at that point, but you could work with @apperly to validate that the process/app you've put together is going to work with legal. Anything you can two can do to prepare in my absence would be great. Really hoping for CLAHub levels of simplicity… dunno exactly where things are, though. Enjoy Devoxx in any case!

update: we’re waiting on finalization from Brian. He’ll let us know when we have a green light.

However, anything we can do to prep the infrastructure in the meantime to work with ClearDB would be good. @nebhale, any comment about standing the app back up in preparation for this?

worst case scenario, btw, is that we go public with the repos before everything is worked out with the CLA app, and this would mean that we have to refer any PRs over to the manual CLA tool. We’ll need to work with @bessog on that if we’re getting close to the open sourcing date and this isn’t looking ready to go.

Brian updated me offline; waiting on further status regarding which DB provider we'll use

This is in a wait state at the moment... Need a somebody (@nebhale or otherwise) to free up to take this over the finish line.

Added task in description to update CONTRIBUTING.md to reflect the new process when this integration is complete (status quo is, per #289, that the doc points users to our soon-to-be-legacy CLA infrastructure).
