SQL Server does not support remote installation over WinRM. For example, the installation fails when you run knife bootstrap windows winrm or knife winrm 'chef-client' with a run-list that includes server.rb. It does look like that is the case. It looks like there are mechanisms that are work arounds (https://stackoverflow.com/questions/15206545/sql-server-setup-fails-with-unable-to-generate-a-temporary-class-when-through) for some folks. The problem does not appear to be specific to this cookbook. You could try to get help with this on our mailing list at discourse.chef.io as folks may have specific experience with this.
