[SONiC V2] Lag\test about sonic HOT 1 OPEN

Test Setup:
8 lags per switch from the DUT to 8 EOS devices. Each of the lag contains 2 members and the min-links is set to 2.
BGP sessions: 16 front panel ports north bound towards spine devices, 16 front panel ports combine each two to have 8 lags south bound towards TORs.
All TORs advertise 6 routes and all spine routers advertise 6402 routes. It is similar to the test environment set up for leaf devices without lags.

Verification:

1. Verify all BGP sessions are up.
2. Verify the traffic are spread over each of the lag evenly.
3. Shutdown the LAG port on DUT and verify that LAG stops working. Shutdown LAG on connected switch and verify that LAG stops working on SONiC side.
4. Verify min-links is working on both sides.
   a. Admin down one interface and verify that on both end the lag interface is down. Bring back the link again and verify that the lag interface is back to normal.
   b. Shutdown the interface on the other side of the link and do the same verifications as above.
5. Verify ‘lacp rate’. Verify that the LACP packets are sent and received every 30s when it is set to normal.
