[BUG] Remove duplicate location entries from the raw city table

See the Berlin example below which is currently not in the way of our approach. The duplicate entries make sense if they have e.g. different geoNameIds. The duplicate other entries are acceptable for the time being. Please reopen if there is a strong need to fix.
