When implementing this, we might also consider if we should enforce any offset from the hour. For example, if the interval_length is 5 minutes, we could ensure the timestamps are e.g. 12:05, 12:10, ... vs 12:06, 12:11. This would be more complicated for interval_lengths that are not factors of 60, but we could also enforce that.
