I could see use cases here (City of Chicago). Would there be a way to set this up so that it survived a change to a new computer with a new installation of DataSync? I would be concerned about someone getting dependent on this process for two years and then finding him/herself in a jam when changing computers. Could the necessary information live in a clearly defined (and easily backed-up) file somewhere that the user could move to the new installation?

Yes, this should be possible. Once I get deeper into the implementation I will know for sure if this is possible but I am pretty confident it will be.

The best way to make sure this can handle machine-to-machine migration is
to push more of the syncing logic up into the Socrata platform itself.
