i ran into the same issue just now, has it been going on for this long? this seems to be almost 2 months now

Composer is still not installing. Seems it has been abandoned by developer.

Add manually via composer.json:
{ ... "repositories": [ { "url": "https://github.com/simplepleb/laravel-email-templates.git", "type": "git" } ] ... }
And then run
composer require --dev simplepleb/laravel-email-templates
But it is not optimized for Laravel 9
from laravel-email-templates.
