The proposed solution is wrong actually, MANIFEST.in already includes *.rst. The actual problem is that distutils is stupid.
First sdist you get a MANIFEST, second sdist has no MANIFEST. It seems that adding MANIFEST.in to MANIFEST.in fixes this behavior.

This is a wrong behavior, MANIFEST.in should be included by default. Will check in Python, thanks for the fix
