implementation of this works somewhat differently, following golang's approach to certificate verification.
Supply
C: use certificate to build any validation chain with system-wide intermediates and roots.
C-I: use certificate to build any validation chain to a system-wide root.
C-I-R, C-R: use certificate to build any validation chain to specified root, using any intermediates.
