From experiment, it looks like it always sorts the variables in alphabetical order from top to bottom, so attempts to change the order get reset on reload. Maybe a sorting step somewhere designed to ensure lower bound first is not handling possibility of dynamic variables? Until fixed, workaround could be to rename variables, e.g. change corHigh to corUpper.

Sorting happens in rangeRule function at line 181 in assets/src/data/activities/model/rules.ts used to build a range rule. Changes in NumericInput component bubble up through onEditInput prop to onEditResponseRule using makeRule which winds up calling rangeRule.
I believe migrated problems which were correct will behave correctly until some edit is made to the answer rule (either the bounds, the inclusive/exclusive flag, the precision, or the "between" rule itself). Any edit will trigger construction of a new rule, going through that routine which attempts to ensure bounds ordered low to high.
