Will: the built in commenting system from there. It seems like the rating configurations and options would describe would warrant being implemented as separate module.
We're trying to get away from having a couple 'god' modules that do everything to using small components of functionality.
Does that sound reasonable? Perhaps if you want more opinion post to the dev mailing list.

gh-blue: I agree, a separate rating module is the way to go. There is one, nut it doesn't work properly and has not been maintained a long time. I propose to do the rating module together with the comment module to make sure they work together. Either one has still to work if the other one is missing, though. That makes the design more complicated
