This has been renamed to "Enable Pan and Zoom Effects" in the the merge above. Was the fix not desirable?

In thinking more carefully about what words/label to use, I think "enable movement on pictures" would be a better alternative. "Pan" and "zoom" as words, both have multiple meanings. For non-native English speakers, we don't want to bring confusion by making them think of noisy cookware if it's not necessary. Actually what would be even better than these words would be a good icon. We eventually do want to iconize as much of the app as possible because it will be used in non-English speaking end-users. With a quick check, I have not seen a good pan/zoom icon on the internet. We'll eventually probably need a good graphic artist to help with this.
