This is what I have on my project and it works fine:

const shiki  = require('shiki')

// shiki.getHighlighter({ theme: 'nord' })
{ theme: shiki.loadTheme('./static/themes/dracula.json') }

Please note that since I'm using gridsome to build my site, I'm also using gridsome-plugin-remark-shiki to set Shiki up. I don't set it up directly but I've added a comment with the place where it should go if you're using it on your own.

@hacknug Chris was asking for a way to load .tmLanguage syntax definitions, not themes
