Hmm strange, maybe try a fresh $GOPATH? I suggest something like...
$ export GOPATH=$PWD/pkg
$ go get github.com/shazow/ssh-chat

I was using export GOPATH=$HOME/go which points to /home/chat/go/ and in that folder is the bin scr and third folder which I forget at the moment.
I did a fresh wipe of go as well and started from scratch on the vm and still nothing.
Does it need root?

No, you don't need root unless you run ssh-chat on port 22. You definitely
don't need root to just build it.

BTW, as added info, I am using the prebuilt linux i386 version that is found on the golang.org website.
