There's also the option of (3) Reimplement and expose the old API surface in terms of new API - if it turns out that it's hard to do that, that's a sign that your customers will struggle as well.
But failing that, either of those options sound good. As a user of the the library for a tiny part of my app, it doesn't bother me to address minor breaking changes - that's part of housekeeping when using an API that updates over time, but it would be good to make it easy to continue vendoring a previous branch for major changes.

I'd also vote for continuing to support the old API using the new API underneath. Changing the API with breaking changes for your customers should be very rare and only because it is required to support new features and there is no other workaround.
