Not sure if it helps, but the last two of those commands have a typo in the package name.

@whatthejeff Strangely enough it does (had run it before, but only now makes a difference). Pear now tells me PHP_Timer is already installed, even though just earlier it was still trying to download it as a dependency for another package as it supposedly wasn't installed.... weird... Oh well..

In case you only need PHP_Timer because it is a dependency of PHPUnit (or PHPCPD, ...): do yourself a favor and use the PHAR instead of PEAR. :-)
