Hey @ahmednuaman,
The configuration loading system for scss-lint has not yet been released; it's on master but currently has one bug holding it back.
I'm hoping to have this out very soon. Sorry for the discrepancy between the README and the tool.
I'll close this issue once the next gem version has been released.
