As of F4SE version 0.6.5 the Papyrus function UI.IsMenuOpen(string) is working correctly.
The F4SE plugin written by Neanka has been removed with pull request #63
from fo4_games.

Regardless of the pull request, this issue is solved with the latest version of F4SE 0.6.5
from fo4_games.
