For the record: there are other plugins that change the result on emit (like https://github.com/convoyinc/webpack-js-evaluation-marks).
That means those plugins will run after OutputHash has changed the name of the file to match the hash of the content, and before OutputHash validates that the filename contains in fact the hash.
Moving this to emit makes more sense because is the step that happens after the compilation is done, and right before the file is actually saved on the filesystem.
